Natural Resources Management (NRM) Officer to join our team of the WWF Mozambique

Organization Overview

WWF Mozambique is seeking a dedicated Natural Resources Management (NRM) Officer to be based in the Zambezi Delta and Marromeu. Mozambique faces significant challenges related to climate change, experiencing an increasing frequency of cyclones, storms, and other extreme weather events. The Zambezi Delta is particularly vulnerable, enduring extensive damage to infrastructure, biodiversity, and local communities.

Despite these challenges, Mozambique is one of the most biodiverse countries globally, boasting critical forest, freshwater, and marine ecosystems. The Zambezi Delta, for example, is home to the largest mangrove forest in Mozambique and the second-largest continuous mangrove habitat in Africa. It is an internationally recognized Important Bird Area (IBA), supporting diverse species such as buffalo, elephants, lions, and various migratory birds. These ecosystems play a crucial role in the local, regional, and national economy by providing vital ecological goods and services.

However, these natural assets are increasingly under threat due to climate change, habitat degradation, pollution, overexploitation of wildlife, and large-scale infrastructure projects. Implementing Nature-Based Solutions (NbS) is essential to mitigate these effects and promote sustainable development in areas like the Zambezi Delta.

Role Overview

To support its mission and activities on the ground, WWF Mozambique is recruiting an experienced and motivated Natural Resources Management Officer. The ideal candidate will assist in implementing field projects, particularly in the Zambezi Delta, under the WWF Mozambique 2020-2030 Country Strategy. This strategy focuses on inclusive conservation of species and habitats, sustainable livelihoods, and reducing the environmental impact of economic development.

Key Responsibilities

Implementation of NRM Activities (50%)

  • Provide support to landscape teams, particularly within the Freshwater Program.
  • Implement natural resource management activities in the Zambezi Delta and other priority areas as directed.
  • Collaborate with the Landscape team and Freshwater Program Manager, providing expertise on landscape issues and ensuring alignment with WWF's regional and thematic priorities.
  • Develop and execute field activities related to freshwater and landscape management to meet project objectives.
  • Create quarterly and monthly work plans for activity implementation, and prepare budgets, Terms of Reference (ToR), and technical reports.
  • Organize and support training sessions, workshops, field missions, and exchanges to build capacity among local stakeholders.
  • Engage with government partners, civil society, and local communities to implement project activities and inform decision-making processes related to environmental conservation and restoration.

Technical Support and Capacity Building (30%)

  • Offer technical guidance to WWF's landscape initiatives and related projects.
  • Participate in technical working groups, conservation meetings, and workshops, representing WWF’s work in the Zambezi Delta and beyond.
  • Develop capacity-building materials and workshops for local communities and district-level government officers on sustainable freshwater management, conservation, and climate resilience.
  • Provide technical support for data collection and analysis related to monitoring and evaluation, informing adaptive management strategies.
  • Help identify NbS-related value chains and alternative livelihoods, supporting local communities in their development and management.
  • Mobilize communities to actively participate in project activities and natural resource management decisions.
  • Support Environmental and Social Safeguards Framework (ESSF) and Grievance Redress Mechanisms implementation on the ground.

Information Management and Communication (15%)

  • Prepare detailed monthly progress reports, documenting field observations, lessons learned, M&E indicators, expenses, constraints, and opportunities.
  • Represent WWF MCO in meetings and conferences as assigned.
  • Assist in preparing communication materials, awareness campaigns, and advocacy initiatives.
  • Disseminate awareness-raising materials to stakeholders, supporting communication campaigns in local media and schools.

Other Duties (5%)

  • Perform additional tasks as assigned by the Freshwater Programme Manager, Landscapes Coordinator, or Conservation Manager to ensure smooth program implementation.

Required Qualifications and Experience of Natural Resources Management (NRM) Officer

  • University degree in Environmental Sciences, Marine Biology, Forestry, Hydrology, or a related field. A diploma combined with three additional years of relevant experience may be accepted in lieu of a degree.
  • At least two years of fieldwork experience working with local communities in Mozambique on natural resource management and conservation. Experience in freshwater ecosystem restoration, capacity building, alternative livelihoods, and community-based conservation is essential.
  • Familiarity with Participatory Rural Assessments (PRA) and community and government engagement techniques.
  • Proven skills in planning, implementing, managing, monitoring, and reporting field-level project activities.
  • Experience in organizing community-level training and capacity-building initiatives.
  • Knowledge of surveillance and monitoring of natural resources and conservation areas is an advantage.

Languages and IT Skills:

  • Excellent written and spoken Portuguese; knowledge of English and local languages is desirable.
  • Proficiency in drafting official letters, project documents, training materials, and capacity-building content.
  • Strong public speaking and presentation skills for conferences and seminars.
  • Ability to engage effectively with diverse stakeholders, including communities, government officials, donors, and the private sector.
  • Competence in using MS Office tools (Word, Excel, PowerPoint), email, and internet research.

  • Excellent organizational, analytical, and leadership skills.
  • Ability to ride a motorbike and possession of a valid license is a strong asset.

  • Internal: Collaborates with project teams, Landscape Coordinator, Freshwater Programme Manager, M&E Officer, and other WWF staff in conservation, administration, and finance.
  • External: Engages with district-level government institutions, NGOs, academic institutions, media, donors, consultants, private sector stakeholders, and others in coordination with the Freshwater Programme Manager.
